After graduating from the Civil Law School of Renmin University of China in 1990, he entered the Zhejiang High Court and worked in the court system for 27 years. He served as the person in charge of the intellectual property court of the High Court and a senior judge, and was elected as an expert in the trial business in Zhejiang Province. Mr. Ying should promote the establishment of a comprehensive platform for intellectual property judicial protection of Zhejiang courts, the comprehensive application and protection of regional intellectual property rights, and the publication of the first regional intellectual property judicial big data publication in China.
